Literature review. To assess or not to assess?

This is what I read in the same page of a book on how to do a literature review section when writing a PhD thesis:

"...in the literature review, you remain dispassionate and objective. You simply report what research says."
Two paragraphs later:
"If you just summarize what you've found, then it's a book report, not a lit review (...) A literature review is different. It doesn't just report on what the research says, but it critically analyzes that literature."
Thanks for the advice :S
